The Australian skipper has claimed 309 wickets in 71 Test matches with an average of 22.10.
Australia's selection chief Bailey has confirmed that skipper Cummins will have a crucial role in the upcoming Ashes series.
There were concerns that Cummins might be unavailable due to a ongoing back issue that had not yet healed.
Initial reports from team management suggested no definitive call had been made regarding Cummins' participation, with the Test matches kicking off on 21 November in the WACA.
Bailey expressed that his recovery is on track and was "optimistic" about the prospects of being involved.
"It's clear that the window is narrowing and multiple considerations involved, aside from his injury, but additional elements," he commented.
"It's positive. We firmly believe that he will feature a significant role. With luck it's the first Test. Should that not happen, then we'll pick it up."
Previous Setbacks
He was sidelined the white-ball matches against both Asian and Trans-Tasman rivals last month after examinations confirmed a stress reaction in his back.
There is a track record of recurring issues, with flare-ups in multiple past seasons leading to absences from three Australian summers in four years.
Cummins stated he would be ""aggressive" and "take risks" in his comeback strategy to make the squad for the Ashes.
He mentioned that he did not know if the captain had resumed bowling as part of his comeback but admitted it was "getting tight" for him to regain fitness for the opener.
Alternative Arrangements
If he's unavailable, former captain Steve Smith will assume leadership.
Versatile player Green was recently pulled out from Australia's squad for their ODI contests against the Asian giants as a precautionary measure because of discomfort in his torso.
He labeled it as a "minor" injury and confirmed that he'll feature in the state-level matches, so will be "ideally positioned to deliver overs."
"Extensive planning has gone into creating the schedule for him to take part for the opening match as an dual-role player," Bailey explained.
"He was only going to play the first two ODIs in any case. How he handles the cricket bat in white-ball cricket, even if it just sets him back for another day, the choice was made to approach this more conservatively."
