Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are fought: hopeful statements are delivered from various governments. Immense energy is expended on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
After-Dark Attacks
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track rocket firings from Russian territory, a capability provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every firing jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into sober acceptance: maybe the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Ongoing Risks
Following this, a heavy machine gun fired at a drone close by, part of a rapid response unit – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to fill in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration generated strong feelings, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This trend will, undoubtedly, continue.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a principle well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is unrealistic to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does minimal to discourage Russia, through statements or actions, from assuming that the current condition will not change more in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leadership remains completely certain in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing people and territory but averting a entire defensive failure until circumstances change in its benefit.
Current Realities
Realistically, there are no real preconditions for a armistice. Now, subjective factors are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward domestic problems. And although their mission will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to eliminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, primarily depend on ongoing international assistance.
